The back-to-school allowance (ARS), also called back-to-school allowance, was born under President Giscard and since its introduction, it has never stopped increasing. Despite the crisis, the year 2022 will be no exception to the rule: the amount of the back-to-school bonus is up compared to last year. Indeed, the allowance is valued by a 1.8% increase.

Back-to-school bonus 2022: amounts, dates, age, etc.

Every year, at the end of summer, during the second half of August, the Family Allowance Fund (CIF) pays the ARS to households with at least 1 child (paid by the Mutuelle sociale agricole if the household depends on the agricultural scheme). The back-to-school bonus, also known as the back-to-school allowance, has increased again this year, again due to the decline in purchasing power.

A child’s school supply needs vary depending on the school they attend. Indeed, when he goes to college, he is asked for more supplies than when he was in primary school. Same thing for going to high school. Thus, the amount of the allowances is fixed according to age brackets corresponding to the estimate of the average age of a child and his level of schooling. For the 2022 school year, here are the amounts:

  • 376,98€ for the children of 6 to 10 years oldand younger children enrolled in CP,
  • 397,78€ for the children of 11 to 14 years old,
  • 411,56€ for the children of 15 to 18 years old.

Note that the age taken into account is not the age at the time of the request, but the one your child will have on December 31, 2022. Unless your child turns 18: in this case, he must not become of age before September 15 2022.

Particular case : a child entrusted to a support structure or a childcare service eligible for the back-to-school bonus receives the payments in a blocked account at Caisse des Dépôts. When he becomes of age or becomes emancipated, he obtains access to this account.

Who can benefit from the ARS (Back to School Allowance)?

To obtain the 2022 2023 back-to-school bonus, two main conditions must be met.

Household conditions

Households made up of at least 1 child under the age of 18, whether pupil, apprentice (whose remuneration does not exceed €950) or student can benefit from the CAF 2022 back-to-school bonus.

Means test: income limits

Then there are resource conditions. These conditions are determined by the following ceilings:

  • For 1 dependent childthe categorical net income ceiling is equal to €25,370.
  • For 2 dependent childrenthe categorical net income ceiling is equal to €31,225.
  • For 3 dependent childrenthe categorical net income ceiling is equal to €37,080.
  • For 4 dependent childrenthe categorical net income ceiling is equal to €42,935.
  • For each additional dependent child, €5,855 must be added to the ceiling.

The categorical net income is indicated on your tax notice. It corresponds to all of your net wages and other declared income. If you pay alimony, if you have accommodation costs for the elderly or if you benefit from tax allowances, these sums reduce the categorical net income. The energy check and the inflation check are not counted in your tax return. The 2022 back-to-school bonus takes into account your 2020 categorical net income.

If ever your resources only slightly exceed the above ceilings, you can still obtain a back-to-school bonus. This will be reduced and recalculated according to your income. Note that in this case, the process may take a little longer. Thus, you could receive your ARS after the start of the school year.

What are the steps to take?

If you are already CAF recipients and eligible for the school bonus, this will be paid to you automatically for your children aged between 6 and 15 on December 31, 2022. You do not need to contact CAF. On the other hand, there are 2 scenarios where you must take steps.

If you are not a beneficiary, go to the Caf website to download the benefit application form for the back-to-school allowance. You will have to print it, fill it out and then send it back to the Caf. You will find it under the heading Online services in the tab Submit a service request.

For a child from 16 to 18 years old (born between September 16, 2004 and December 31, 2006), you must go to the Caf website to confirm that your child is still in school for the start of the 2022 school year. You can make this declaration from mid-July under the heading My account.

For a child entering CP but who will only be 6 years old from 2023, you must ask their school for a school certificate, which you will send to the Caf.

What are the steps to obtain the ARS?

In general, if you are a CAF recipient, you do not have to take any action. If you are eligible for the ARS, you will automatically receive it in the second half of August. On the other hand, if you are not a CAF beneficiary, you will have to complete the ARS application form and send it to your CAF.

Even if you are a recipient, there are two specific situations where you must take action:

  • Your child enters CP and will not be 6 years old in 2022. You will have to collect a school certificate from his school and send it to the CAF.
  • Your child was born between September 16, 2004 and December 31, 2006. Confirm on the CAF website that your child is still in school.

What ceiling should not be exceeded to receive the back-to-school bonus?

The categorical net income ceiling that you must not exceed to receive the back-to-school bonus depends on your number of dependent children.

  • €25,370 for 1 dependent child.
  • €31,225 for 2 dependent children.
  • €37,080 for 3 dependent children.
  • €42,935 for 4 dependent children.
  • €48,790 for 5 dependent children.
  • €54,645 for 6 dependent children.
  • €60,500 for 7 dependent children.

Why didn’t I get the back-to-school bonus?

If it is still August and you have not received the back-to-school bonus, this may be due to the processing time, contact your CAF.

If it is September and you have not received the back-to-school bonus, this can be explained in several ways:

  • your resources exceed the ceilings set for the premium,
  • you have not updated your situation on the CAF website (by providing your latest tax returns),
  • you are not a CAF beneficiary and you have not completed a form,
  • you have not provided a school certificate for your child under 6 years old enrolled in CP,
  • you have not confirmed on the CAF website that your child over 16 is still in school,
  • your child has been entrusted to child welfare, the back-to-school bonus is paid into a blocked account at the Caisse des dépôts, to which you do not have access.

How to calculate the differential ARS?

Differential ARS is defined by increased caps. The increased ceilings are the addition of the ceiling corresponding to your family situation and the ARS that you should obtain. If your resources are below the increased cap, you benefit from differential ARS. The amount is calculated by subtracting your resources from the increased cap.

You have 2 children aged 7 and 15. The income ceiling for 2 children is €31,225. The ARS is €376.98 for a 7-year-old child and €411.56 for a 15-year-old child. We add the ceiling and the theoretical ARS: €31,225 + €376.98 + €411.56 = €32,013.54. This is the value of the increased ceiling.
Your category net income for 2020 is €31,490. The amount of your total ARS will be: €32,013.54 – €31,490 = €523.54.

Where to find your categorical net income?

The categorical net income is the sum of all the declared income that you receive (salary, salary, service, property income, etc.) minus your actual or fixed charges and your tax allowances. You must communicate this to your CAF.

To find the categorical net income for 2020, take your 2020 tax notice. The categorical net income appears there next to the mention Taxable income.

Since the CAF uses your income for year N-2 to calculate your aid, if your resources have fallen sharply, you can request that your income for year N-1 be taken into account.
